New update for Gmail now you can attach email in email instead of download and attach. Early if you want to forward any email in attachment then you need to download and then send but now in the latest Gmail update they work on this and allow user to send that email as an attachment.
Gmail announce this and write a blog post and said "We've heard form you that there are situations where attaching emails makes more sense than forwarding separate emails, like wanting to forward multiple messages related to a single topic. With this new functionality, you can do exactly that. Sending email as attachments allows you to write a summary email message to your recipients, and attach the set of supporting emails that recipients can directly open in their mail client".
Gmail find that users are downloading email and sending that in to an attachment instead of forwarding that email, that's why gmail work on this feature and give users better option of sending email through attachment without download.
